Why does the U.S. always tippy toe around the terrorists?

Release the damn photos already! Why do we care what terrorists think about it? They will plot against us either way. Why have we not learned that already? They hate us. They hate what we stand for. They are ALWAYS out plotting our demise in some fashion. A photograph will not change that. Why do we continue to pander towards these imbeciles?
