I have a three year old who likes to show/ play with his private part... is that normal?

He came from a very disruptive mother. She is a drug user/ stripper. Not sure why he knows how to make is "weiner" hard. Its very disturbing/ not socially acceptable. I am worried that maybe he got exposed to some sexual harrassment or abuse... what do you think?
